A curious phenomenon is underway in the Swiss city of Zurich: instead of trying to raise their fares, a group representing taxi drivers wants to see them capped.

I just got charge 37 SF for a ride from the main train station to the Hotel Kindli in the center of town. I questioned the fare and the driver showed me the meter which said 37. Is this legal? I think it is thievery. I have a receipt. I'd like to report the driver. Can I? To whom? Or is it legal?
